The present study examines why OPEC cooperation can be valuable collectively yet deviously difficult to maintain. Using a carefully constrained model of nine producers, it finds that OPEC countries differ in how closely production tracks announced targets. These differences should not automatically be treated as evidence of deliberate misconduct, because capacity limits, outages, costs, sanctions, and measurement choices can produce similar patterns.

In the illustrative 2023 benchmark, every modeled country could gain in the short term by increasing output while others remained near target. However, the size of that temptation varied greatly, from roughly $1.7 million to $42.6 million per day. A single retaliatory strategy also failed to deter every producer. The central practical finding is therefore that effective coordination requires country-specific monitoring, credible consequences, compensation, and bargaining rather than a uniform rule.

AI can extend the analysis by creating an explainable virtual oil market in which simulated countries respond to changing prices, demand shocks, capacity disruptions, monitoring errors, and enforcement policies. Transparent rule-based agents can be compared with agents that optimize current returns or learn from repeated experience. Each decision should remain traceable to the information, rewards, constraints, and assumptions that produced it.

For OPEC policymakers, this framework can test alternative monitoring, compensation, and stabilization arrangements before they are implemented. For business executives, it can support scenario planning for price volatility, procurement, hedging, capital investment, and supply-chain exposure. Its proper role is not to predict sovereign decisions with certainty, but to identify vulnerabilities, compare plausible responses, and clarify which assumptions drive each result.
