But they are also not handed out casually. Admission into established professional and governance-focused organizations typically reflects a track record that peers and institutions alike have chosen to formally recognize, and in Jayaraj’s case, that recognition arrived as a natural consequence of a body of research too substantial and too consistently useful to overlook.

It marks a subtle but meaningful shift in how his work is positioned within the field. For years, Jayaraj’s research existed primarily as a body of independently useful papers, each read on its own merits by practitioners solving a specific problem. His growing standing within professional and industry organizations signals something more: an emerging recognition of him not simply as an author of individually valuable papers, but as a sustained voice in the ongoing conversation about how public-sector technology should be practiced.

The three articles Jayaraj has added to his catalog since last summer make for a particularly instructive set, because each takes direct aim at a stage of modernization that tends to receive far less attention than the initial architecture and design work – the unglamorous middle and endgame of transformation, where programs either consolidate their gains or quietly unravel.

In September 2024, his research on business process redesign methodologies for legacy child welfare systems confronted a problem that federal certification timelines tend to obscure: agencies racing toward Comprehensive Child Welfare Information System certification often inherit business processes that were never actually redesigned, only ported from one system to another. His work makes the case that certification readiness has to begin with an honest audit of the processes themselves – not merely the technology carrying them – and offers a methodology for doing that redesign work deliberately rather than as an afterthought squeezed in before a deadline.

By December, his focus had shifted from process to program discipline, with research examining how multi-year, multi-vendor human services technology transformations sustain control over risk, assumption, issue, and dependency logs – the unglamorous administrative backbone, commonly abbreviated RAID, that determines whether a program’s leadership has real visibility into what could derail it. His research treats RAID governance not as bureaucratic overhead but as a discipline that has to scale deliberately as a program grows to encompass more vendors, more systems, and more years of accumulated complexity – arguing that most transformation programs do not fail from a single catastrophic decision, but from years of undertracked dependencies quietly compounding.

PROTECTING THE DATA BEHIND THE BENEFIT

His most recent contribution, published this February, returns to territory Jayaraj has now returned to more than once across his career – the technology infrastructure underneath SNAP, Medicaid, and long-term services and supports programs – but approaches it from a new and increasingly urgent angle: how protected health and benefits information is encrypted, and how access to it is controlled, across systems that were frequently never designed with today’s data protection expectations in mind.

The research is characteristically unwilling to treat encryption and access control as separable concerns. Data encrypted at rest but accessible to anyone with a stale credential offers little real protection; access tightly controlled but layered onto unencrypted data offers little more. Jayaraj’s work instead proposes a combined strategy – one that treats encryption architecture and access governance as a single design problem, particularly urgent in systems where a single beneficiary’s information may legitimately need to be visible across multiple agencies, programs, and caseworkers, each with different levels of need-to-know.

Read alongside his earlier research on identity governance across multi-agency systems, published just a year prior, the February paper reads less like a new direction and more like the next logical extension of an argument he has been building for some time: that interoperability between public benefit systems is only a genuine public good if it is matched, step for step, by an equally rigorous discipline around who can see what, and how that data is protected in transit and at rest. Openness and protection, in his research, are never framed as being in tension – they are framed as jointly necessary, or not meaningfully achieved at all.

He has spent five years writing about everything the launch date conveniently lets everyone stop thinking about – the process debt, the dependency tracking, the data protection obligations that don’t go away just because the ribbon-cutting is over. That’s a harder and much less rewarding thing to write about consistently, and he’s done it fourteen times now.”
