China’s Robotaxi Scales Up: Caocao Mobility Forges World’s Only Full-Element Closed-Loop Ecosystem

— Recently, as the pace of Robotaxi commercialization in China continues to accelerate, the autonomous driving industry is rapidly advancing toward the stage of large-scale commercial operation of robotaxis. As the core commercialization arm of Geely Holding Group’s China robotaxi business, Caocao Mobility — a robotaxi company with clear advantages — has been steadily expanding its commercial operation footprint for robotaxis, bolstering its capabilities across three key pillars: smart customized vehicles, intelligent driving technologies, and intelligent operation systems. The company is also actively exploring viable pathways for large-scale deployment of robotaxis, offering a new practical exemplar for the advancement of Robotaxi commercialization in China.

Currently, China’s robotaxi industry is shifting gears from technology validation to full-fledged commercial operation at an accelerated pace. Driven by the steady maturation of autonomous driving technologies, continuous improvement of urban transport digitalization, and progressive rollout of open application scenarios, multiple Chinese cities have launched pilot tests and formal commercial operations of robotaxis, pushing the sector into a new phase marked by the parallel advancement of Robotaxi commercialization and large-scale expansion.

Globally, Robotaxi has become a core component of intelligent mobility ecosystems. Compared with traditional mobility models, Robotaxi—powered by algorithmic control and system coordination—promises structural improvements in safety, efficiency, and operating costs. Today, China’s Robotaxi commercialization platform stands at a pivotal stage where commercialization and scaling advance hand in hand.

Industry Enters a New Phase of Parallel Commercialization and Scaling

With continuous refinement of policy frameworks and breakthroughs in technological capabilities, China’s Robotaxi commercialization platform is taking shape as a multi-tiered competitive landscape. Baidu Apollo Go, Pony.ai, WeRide, and others have launched Robotaxi trial operations across various cities, steadily expanding service coverage and operational capacity. Overall, China’s Robotaxi commercialization platform has shifted from early single-point testing to regionalized operations, while actively exploring sustainable commercialization pathways.

Meanwhile, complex urban traffic environments continue to drive technological iteration. Mixed traffic flows, intricate road conditions, and unstructured scenarios enable Robotaxi systems to refine perception, decision-making, and execution capabilities under real-world conditions—laying critical data foundations and operational experience for subsequent scaled deployment.

Caocao Mobility Advances Scaled Robotaxi Operations

As the flagship commercialization vehicle for Geely Holding Group’s Robotaxi strategy, Caocao Mobility is deeply engaged in building China’s Robotaxi ecosystem and progressively establishing a full-element closed-loop ecosystem integrating “intelligent custom vehicles + autonomous driving technology + smart operations.”

Within the Robotaxi domain, Caocao Mobility has defined a clear “three-step” strategy: initial technical validation and small-scale pilot operations; current transition from safety drivers to unmanned operations, exploring mixed-mode operations combining human-driven and driverless fleets; and future global, fully customized Robotaxi commercialization. As of March 2026, Caocao Mobility has deployed over 100 Robotaxis in Hangzhou’s Binjiang District and simultaneously launched the world’s first “Green Smart Mobility Hub”—an automated operations facility. This hub integrates automatic battery swapping, autonomous cleaning, intelligent dispatch, and automated settlement to provide end-to-end support for efficient fleet operations at scale.

On the intelligent custom vehicle front, Eva Cab—China’s first native Robotaxi model co-defined and developed with deep involvement from Caocao Mobility—has officially debuted. Purpose-built for autonomous driving scenarios, Eva Cab is scheduled for mass production in 2027, with plans to deploy 100,000 Robotaxis cumulatively by 2030. Concurrently, Caocao Mobility has selected Hong Kong as the inaugural international launch site for its RoboX strategy, formally initiating local Robotaxi operations.

Leveraging long-accumulated shared mobility expertise, Caocao Mobility has developed systematic capabilities in vehicle dispatch, user services, and platform management—capabilities now being adapted to Robotaxi scenarios to underpin scaled rollouts. In vehicle–operations synergy, the company collaborates deeply within the Geely ecosystem to build scaled custom fleets. By the end of 2025, it will operate over 38,000 custom vehicles across 31 cities, enhancing efficiency through an integrated battery-swap network and maintenance system.

Cost and Efficiency Emerge as Core Competitive Variables

In the evolution of China’s Robotaxi commercialization platform, commercialization capability has become a decisive competitive focus—with cost control and operational efficiency taking center stage. Given that Robotaxi vehicles typically carry high-performance computing systems and multi-sensor suites, capital and operating costs remain elevated. Scaling operations to reduce unit costs has thus become a shared industry priority.

Caocao Mobility has improved operational efficiency through its custom vehicle framework and energy replenishment network. Its battery-swap infrastructure enables rapid refueling, minimizing downtime, while an integrated maintenance system further reduces upkeep costs—collectively lifting overall fleet utilization.

As China’s Robotaxi commercialization platform advances toward scale, such systemic efficiencies are becoming pivotal factors shaping commercialization trajectories.

China’s Robotaxi Enters a Multi-Path Competition Stage

Today, China’s Robotaxi commercialization platform exhibits a diversified competitive landscape. On one front, technology-driven players continue optimizing algorithms and system capabilities; on another, operation- and commercialization-oriented platforms strengthen deployment capabilities.

Against this backdrop, Caocao Mobility—drawing on shared mobility experience and industrial chain synergies—is steadily advancing its Robotaxi roadmap, exploring viable pathways to integrate autonomous driving with real-world mobility services.

Overall, China’s Robotaxi commercialization platform is shifting from pure technology competition toward comprehensive rivalry spanning technical capability, operational efficiency, and business models. With scaled operations progressing, cross-industry collaboration deepening, and globalization accelerating, China’s Robotaxi commercialization platform is poised to secure a strategically significant position within the global intelligent mobility ecosystem.
