GAIME Conference 2025 to Launch Global Policy Framework for Ethical AI Collaboration

International experts gather in Kampala, Uganda, to establish actionable guidelines and verifiable collaboration models for ethical artificial intelligence worldwide.

The Global Artificial Intelligence Innovation Movement and Evolution (GAIME) Conference 2025, organized by CERFODES, will convene in Kampala, Uganda, from October 30–31, 2025.

The GAIME Conference 2025, organized by CERFODES, will serve as a key event for AI stakeholders, uniting over 5,000 delegates from 180 countries. The conference will provide a platform for representatives from governments, academia, the tech industry, and civil society organizations to develop actionable, global guidelines for AI governance, with a focus on transparency, accountability, and measurable social impact.

“This conference is not just about showcasing AI technology, but about shaping the governance frameworks that ensure AI benefits humanity,” said LaMine N’tambi-Sanogo, Managing Partner at CERFODES. “We aim to build collaborations based on verified data, institutional cooperation, and policy mechanisms that provide real value for global development.”

Building a Verified AI Governance Ecosystem

At the heart of GAIME Conference 2025 will be the Collaborative AI Policy Framework (CAPF), a model designed to help national and corporate entities implement ethical AI standards. This framework is the result of ongoing research by CERFODES, with contributions from regional and international experts

The framework’s introduction will include formal agreements with key international institutions, solidifying commitments to transparent data governance, explainable AI, and inclusive capacity building.

The GAIME Conference 2025 will feature collaborative sessions with organizations such as the African Union Commission and the United Nations Economic Commission for Africa (UNECA). These institutions will join experts from various sectors to facilitate discussions on the future of AI governance in Africa and beyond.

GAIME Conference 2025 is designed to deliver actionable outcomes, culminating in the release of the Kampala Accord on Ethical and Inclusive AI. This document will summarize key commitments and policy recommendations developed throughout the conference. Additionally, CERFODES will launch the AI for Public Good Observatory, a platform that tracks and evaluates post-conference implementation efforts.

The GAIME Conference 2025 has partnered with key institutions including the African Union , Howard University’s Center for Applied Data Science and Analytics, the Privacy and Data Protection Office, The Science, Technology and Innovation Secretariat and the United Nations Economic Commission for Africa.

These partnerships aim to advance responsible AI innovation, strengthen data governance, and promote sustainable digital transformation across Africa, ensuring that the conference outcomes lead to impactful and actionable initiatives.
