Decade-long alliance targets large-scale deployment of AI-enabled infrastructure, data centers, and smart city platforms
DUBAI, United Arab Emirates & DAYTON, Nev.–(BUSINESS WIRE)–#AIInfrastructure–ANGCC Global Investment Consortium and Trust Alliance (“ANGCC”) and iByond Holdings Inc (“iByond”) today announced a decade-long strategic partnership to design, finance, and deploy advanced digital infrastructure and AI-enabled platforms across a 90-country portfolio spanning Africa, the Middle East and North Africa (MENA), South America, and Asia-Pacific.
Under the agreement, iByond has been appointed as ANGCC’s exclusive global technology partner to deliver the world’s first Government Operating System. This groundbreaking platform establishes a unified digital foundation for sovereign nations, featuring interoperable infrastructure with advanced data sovereignty and governance, quantum and AI‑enhanced data centers powered by photonics and next‑generation photon chips, the world’s first Virtual Utility with integrated micro‑grid energy solutions, Technopolis smart city innovations, next‑generation tokenization, and a digital fiat settlement system providing a complete digital ecosystem that will seamlessly plug into the Quantum Financial System (QFS), enabling secure and instantaneous sovereign transactions, immutable agentic AI, and Causal AI engineered to perform in low‑data, low‑compute environments. In addition, iByond will equip sovereign partners and their workforce with advanced education platforms focused on next‑generation technology skills, microcredit systems empowering farmers and small‑scale producers, prevention‑based healthcare systems through innovative access points, and transformative agriculture and security solutions designed to drive sustainable national development. The partnership targets an estimated total project portfolio of up to €800 billion, with a projected cumulative revenue opportunity exceeding USD 100 billion for iByond over the next ten years. The collaboration will focus on enabling sovereign digital infrastructure, financial interoperability, and AI-powered public services. Projects will prioritize secure, scalable, and sustainable systems designed to support governments, financial institutions, and national development strategies.
iByond will deploy an integrated technology suite that includes modular data center networks, smart city platforms, and real-time analytics systems. These solutions are designed to support high-capacity workloads, cross-border interoperability, and secure data governance across jurisdictions. Implementation will be carried out in phases over ten years, beginning with anchor deployments in initial markets and expanding to full multi-regional coverage.
ANGCC will lead government engagement, regulatory coordination, and capital structuring, including up to USD 20 billion in combined equity and debt financing to support iByond’s growth and expansion, while iByond will deliver technology development, deployment, and operational management. A joint steering committee will oversee the partnership, supported by regional hubs in the United States, India, Dubai, Japan, Johannesburg, Singapore, São Paulo, and London.
