8 of the 10 Largest Texas Central Appraisal Districts Adopt New Standard for Homestead Administration

Counties modernize exemption workflows to keep pace with rising workloads and new legislation.

AUSTIN, Texas, Oct. 13, 2025 /PRNewswire/ — Eight of the 10 largest Central Appraisal Districts (CADs) in Texas now rely on the same technology partner, TrueRoll, to help administer their homestead exemptions. Most recently, Travis CAD’s adoption marks a new statewide standard in homestead administration across Texas.

Texas appraisal offices face rising workloads, complex legislation, growing citizen demand, and shrinking staff resources. TrueRoll eliminates tedious manual work for the biggest counties, handling hundreds of thousands of applications and millions of eligibility verification workflows automatically. By simplifying these processes, TrueRoll helps the appraisal community do their work—easier.

“Texas appraisal districts are being asked to re-verify homesteads even after exemptions are granted—a significant amount of extra work,” said Tyler Masterson, co-founder and CEO of TrueRoll. “Our technology automates these checks, giving staff back their time, ensuring compliance, and easing the burden on citizens.”

TrueRoll keeps counties compliant with current laws and ready for future requirements by aligning directly with legislation:

  • To address SB 1801, which requires re-verification of eligibility for applied homesteads, TrueRoll identifies eligibility changes as they happen, eliminating costly point-in-time audits.

  • To address HB 2730, which requires a reason to ask a citizen to reapply for an exemption, TrueRoll highlights homesteads with specific eligibility changes, supported by documented evidence, ensuring only affected homeowners are contacted.

  • SB 23 & SB 04 (Proposed) are expected to expand exemptions and increase applications. TrueRoll provides scalable workflows to handle surges without adding staff.

Positive Citizen Impact

TrueRoll’s technology delivers clear benefits for both counties and homeowners. By automating the re-verification process required under SB 1801 and HB 2730, appraisal districts can protect eligible homeowners while keeping citizens informed:

  • Fewer Reapplications: Most homesteads are automatically validated without citizen contact—no action required from homeowners.

  • Fair, Transparent Reviews: Using TrueRoll, outreach notices can easily include a specific reason for a potential exemption change, and homeowners have the opportunity to respond before action is taken by the CAD.

  • Proactive Outreach: The same technology also identifies homeowners likely eligible for exemptions they aren’t yet receiving, helping more Texans claim their benefits.

With its proven track record across Texas, TrueRoll is redefining homestead administration—making complex tasks simple, keeping counties compliant, and enabling appraisal districts to better serve citizens.
