Provi selected through competitive RFP to power Vermont’s first digital ordering platform for spirits, partnership signals new era of innovation in beverage alcohol regulation
BERLIN, Vt. & CHICAGO–(BUSINESS WIRE)–The Vermont Department of Liquor and Lottery and Provi, the leading B2B digital platform for the beverage alcohol industry, today announced a partnership to launch 802Spirits Connect, Vermont’s first digital spirits ordering platform for on-premise licensees.
The initiative – developed through a competitive RFP process – represents the first direct partnership between Provi and a control state agency, marking a major step forward in innovating how regulated markets connect licensees and agent stores.
Digitizing a Legacy System
Until now, Vermont’s on-premise licensees placed spirits orders by phone or in person. 802Spirits Connect digitizes the entire process – enabling operators to browse real-time inventory, build and save order lists and submit orders to 802Spirits agent stores online, anytime.
The platform streamlines communication, reduces administrative burden, and improves accuracy in ordering and fulfillment. For the first time, Vermont’s licensees can manage beer, wine and spirits orders in a single digital workflow through Provi’s marketplace.
“After a highly competitive process, we were impressed with Provi’s approach to technology, particularly within the complex framework of our system,” said Wendy Knight, Commissioner of the Vermont Department of Liquor and Lottery. “Their expertise throughout this process has not only advanced innovation for the state but also helped meet the changing needs of Vermont’s hospitality industry.”
A Model for Control-State Innovation
The Vermont partnership reflects a growing trend toward digital transformation within control states – a shift driven by licensee demand for efficiency and state agencies’ pursuit of transparency and compliance improvements.
“We are honored to partner with the Vermont Department of Liquor and Lottery in setting a new standard for control-state innovation,” said Taylor Katzman, Founder and CEO, Provi. “802Spirits Connect shows how modern technology can enhance oversight and accountability while simplifying the business of beverage alcohol commerce.”
By digitizing order submissions and confirmations, Vermont gains greater visibility into purchasing trends, faster data reporting and fewer manual errors – benefits that support both compliance and operational efficiency. By offering distilled spirits products alongside beer and wine portfolios already available on Provi, licensees gain a unified and consistent way to manage purchasing across all categories. With partnerships spanning eight distributors across Vermont, Provi further enhances visibility and connectivity across the state’s beverage alcohol ecosystem.
The launch positions Vermont as a national leader in control-state innovation, offering a replicable blueprint for other states exploring technology partnerships. “802Spirits Connect demonstrates that modernization and regulation can coexist,” said Knight. “We expect this model to benefit licensees, agency stores, and ultimately Vermont taxpayers through more efficient operations.”
Through Provi’s national platform – already used by thousands of distributors and on-premise operators across beer and wine – the Vermont partnership connects the state’s spirits system to a broader digital ecosystem supporting smarter, data-informed commerce.
802Spirits Connect is now live and available to all on-premises licensees. To get started, please visit www.provi.com/govt.
