Passo Breaks Ground on Four West Los Angeles Affordable Housing Communities, Marking a Landmark Moment in the City’s Housing Transformation

LOS ANGELES–(BUSINESS WIRE)–#affordablehousing–Passo, one of Los Angeles’ leading developers of high-quality, affordable and workforce housing, has officially broken ground on four new communities across West Los Angeles: 4129 Centinela Avenue, 4706 Centinela Avenue, 1747 Stoner Avenue, and 1734 Barrington Avenue, bringing more than 250 new homes to Angelenos.

Developed in partnership with a renowned institutional investor, the projects began construction simultaneously, a rare and extraordinary feat in Los Angeles’ complex development landscape. The milestone underscores Passo’s precision, persistence, and rapidly expanding role in shaping a more equitable housing future across the city’s most desirable neighborhoods.

“Breaking ground on four buildings at once in Los Angeles is not something that happens often,” said Sabin Burrell, Principal at Passo. “It represents years of coordinated effort, from design and entitlements to financing and execution, all moving together with one shared purpose. We’re proud of what our team, our investors, and the City have accomplished together, and even more proud of what these communities will mean for the families who will call them home.”

Burrell continued, “Each of these developments reflects our belief that affordable housing should meet and exceed the same standards of design, quality, and experience as any other project in Los Angeles. They elevate neighborhoods, create long-term community value, and deliver homes that people can truly take pride in.”

Simon Aftalion, Principal at Passo, said, “These projects represent exactly what we set out to do when we founded Passo: to build attainable housing in neighborhoods defined by opportunity. We’ve proven that affordable housing can be both beautiful and lasting. Every detail, from architecture to light to livability, is intentional. Breaking ground on all four sites at once reflects the power of public policy done right. ED1 gave us the framework to move with confidence and build at scale, and we’ve turned that framework into action. ED1 showed that meaningful policy can turn good intentions into real, tangible housing, and these groundbreakings are living proof of that.”

Daniel Glimcher, Principal at Passo, added, “These four communities are of the embodiment of what the ED1 program was designed to accomplish. That program has enabled private developers to deliver high-quality, affordable housing quickly and efficiently, without public subsidy, and in the parts of Los Angeles that have historically been hardest to call home. When implemented effectively, ED1 doesn’t just accelerate construction timelines, it reshapes what’s possible. Our ability to break ground on four projects at once is the result of a strong policy foundation, mission-aligned capital, and a disciplined and capable team.”

Glimcher continued, “This moment is both humbling and energizing. It demonstrates that with the right partnerships and policy, Los Angeles can deliver housing at a pace that meets the urgency of its housing needs, without sacrificing quality, safety, or dignity.”

The four developments 4129 Centinela (76 units), 4706 Centinela (73 units), 1747 Stoner (53 units), and 1734 Barrington (53 units) together represent more than 250 new affordable and workforce homes under Los Angeles’ groundbreaking ED1 framework. Designed by Aero Collective, the buildings feature contemporary architecture, efficient layouts, and light-filled interiors that prioritize livability, sustainability, and community connection. Construction is now underway, with completion anticipated in late 2026.
