Newly formed Digital Infrastructure Framework Committee to drive the national conversation designed to empower communities to plan for digital growth

Miller, a Board Member of the OIX Association, was recently named Chair of the organization’s new Digital Infrastructure Framework Committee (DIFC).
The Datacloud USA 2025 roundtables will convene regulators, operators, energy companies, and community leaders from Texas, Virginia, Georgia and other states to identify state-specific opportunities and challenges. The findings from these discussions will directly inform the DIFC’s framework.
The DIFC was established to give community planners and economic development leaders a structured resource to evaluate and plan digital infrastructure in alignment with long-term growth goals. The goal of the DIFC is to empower communities with the necessary guidance to evaluate digital infrastructure needs and wants for their communities. While federal programs such as BEAD are accelerating broadband and digital investment, many local governments lack the expertise, data, and standardized language to integrate digital infrastructure into zoning, land-use, power, and water planning. This often results in fragmented decisions, delayed projects, or missed opportunities to align infrastructure with long-term community development goals.
The DIFC’s objectives include:
- Providing a common framework that planners and policymakers can adopt to evaluate digital infrastructure needs alongside transportation, utilities, and housing.
- Creating a knowledge base for municipalities to address issues such as power and water use, site selection, resiliency, and sustainability.
- Offer practical tools to bridge the gap between technology providers and local governments, ensuring that infrastructure supports not only businesses and economic growth, but also municipal services and community well-being.
