LONDON, Sept. 22, 2025 /PRNewswire/ — Efekta Education Group today announce a landmark partnership with Indonesia’s Ministry of Primary and Secondary Education. The Directorate General of Teachers, Education Personnel, and Teacher Education will deploy a large-scale teacher English proficiency pilot using Efekta’s proprietary English test, EF SET, the world’s leading free, high-quality standardized English proficiency assessment.
The agreement, signed by Dr. Rachmadi Widdiharto, M.A. – Director of Primary Education Teachers – marks the start of a nationwide effort to assess the English proficiency of 50,000 Indonesian primary school teachers over the next 12 months. This is the first step in a multi-year plan to upskill teachers and accelerate English language learning gains among Indonesian students.
Assessment results will provide the Ministry with the first comprehensive national overview of English proficiency among its teacher workforce. The partnership is directly aligned with the rollout of mandatory English instruction, starting from grades 3 to 6 in elementary school under the national curriculum.
Efekta’s role in the partnership includes providing the EF SET, a fully CEFR-aligned, internationally benchmarked, four-skills English proficiency test. Efekta has configured the test to provide demographic data collection, giving the Ministry precise insights into proficiency by region, level, and teaching specialization.
Efekta’s Jakarta office will support the local implementation, with additional supports provided by Efekta’s regional and global academic and technical teams. This ensures a smooth rollout and positions Efekta not just as a test provider, but as a strategic partner in Indonesia’s teacher professional development and education reform.
Dr. Christopher McCormick, Chief Academic Officer at Efekta, said:
“Teacher quality is the single most important factor in student success. By combining internationally benchmarked testing with localized support and actionable data, this initiative allows Indonesia to not only measure teacher English proficiency but also design targeted professional development programs that align with national priorities. This is more than testing – it’s the start of a systemic shift toward empowering teachers and strengthening education outcomes across the country. Efekta is proud to support this vision with the tools, infrastructure, and expertise to make it a success.”
Vincent Leow, Vice President Asia at Efekta, added:
“Indonesia’s vision to bring English learning to every primary school child is both monumental and inspiring. This partnership is about scale and sustainability – creating a clear national picture of teacher proficiency and building the pathway for future-ready English instruction. Over the next year, we will assess 50,000 teachers, and by 2027 we are committed to supporting the Ministry in reaching 200,000 teachers nationwide.”
The partnership supports the Government of Indonesia’s national curriculum initiative and its priority to expand access to English learning nationwide, ensuring that by 2027 every Indonesian primary school student in grades 3 to grade 6 benefit from improved English instruction delivered by confident, proficient teachers.
To date, Efekta has helped over 24 million language learners worldwide – from school and university students to corporate employees. The results achieved by the Efekta language learning platform have made it the preferred solution for global multinationals such as McDonald’s, Amazon and Nike.
