The redevelopment of Roseland Townhomes and Roseland Estates will provide 274 modernized affordable housing options
DALLAS–(BUSINESS WIRE)–Following the approval of the $69 million bond reservation, DHA, Housing Solutions for North Texas (“DHA”), is moving forward with development activities for the historic affordable housing properties located in Central Dallas, the Roseland Townhomes and Roseland Estates. With a total reservation of $69,152,737 approved by the Texas Bond Review Board (BRB), DHA has secured a crucial financing milestone, positioning the agency to advance renovations across 274 units to address local affordable housing needs and preserve the established community.
“Innovative financing is key to our ability to maximize available resources while minimizing the financial impact on taxpayers, all while delivering sustainable, high-quality housing that preserves long-term affordability for Central Dallas residents,” said Troy Brossard, president and chief executive officer of DHA. “With the BRB’s approval, we now have the means to secure critical financing for the project. DHA will continue to explore additional resources to maximize impact and ensure long-term benefits for the community.”
DHA Board Chair Betty Culbreath, an affordable housing advocate and longtime community leader, emphasized the importance of strategic investment in meeting local needs. “The approval of this bond reservation is critical to our ability to strategically enlist and deploy the resources necessary to responsibly invest in this historic community. It lays the initial groundwork necessary for preserving affordability, strengthening connections, and creating opportunities that will benefit residents and the broader neighborhood in the years ahead,” Culbreath said.
The Roseland Communities are set to undergo a comprehensive renovation to enhance living conditions and community amenities. Scheduled for completion in 2027, the project will modernize units with new kitchens, bathrooms, plumbing, flooring, appliances, and fixtures, along with extensive exterior upgrades. Improvements will also include upgraded building infrastructure, enhanced security through secured vehicular access gates at each entry point, and significant landscaping and recreation center enhancements, all designed to benefit residents and the broader Dallas community.
