AI as a Trust Multiplier: What U.S. Employees Think of Chatbots and Hotlines for Reporting

Artificial intelligence is reshaping workplace tools in a major way. It’s already automating HR processes by enhancing compliance monitoring and expanding into workplace misconduct reporting. AI-driven systems such as chatbots and automated intake tools are emerging as trust-builders in this space, but they are not replacements for human oversight. 

To reinforce this concept, nearly 4 in 5 U.S. employees believe AI could make the process safer and more confidential, according to Case IQ’s 2025 U.S. research study. 

The Current State of Workplace Reporting in the U.S. 

Workplaces have different methods of reporting misconduct, from phone lines to an HR department or even through email or a mobile app. However, many employees face barriers to reporting with these methods in place. The Case IQ research reports that approximately 43% of employees lack trust in their employers to protect whistleblowers. The primary reason employees failed to report was a fear of retaliation and concerns about hindering their career growth. 

Ensuring reports are made is crucial for maintaining an organization’s success and compliance. To do this, organizations should offer a range of reporting options, from traditional hotlines to AI-enabled tools, so that employees can choose the method they trust most. 

According to the Case IQ report, the top three methods for reporting in the U.S. include: phone hotline, AI voice bot, and AI chatbot. These options are beating out reporting directly to HR departments. This further proves the need for confidentiality when it comes to reporting, as employees are already preferring a chatbot over their HR staff. 

AI-Driven Whistleblowing Tools: Promise and Perception 

AI-driven tools can improve the intake process, meaning human reviewers can focus on analysis and resolution. Tools such as chatbots or automated case routing can help organizations capture, categorize, and respond to reports more efficiently, thereby benefiting the organization. 

These AI tools provide significant benefits to employees: 

  • Reinforce anonymity by removing the need for face-to-face interaction 
  • Offer 24/7 accessibility for employees in different time zones or shifts 
  • Ensure reports are collected in a standardized way 

Automated intake can reduce bias at the earliest stage, ensuring that every report is documented consistently and objectively. 

According to the Case IQ research study, 69.8% of employees do not have concerns about their organizations integrating AI into their whistleblowing tools, while 10.7% remain unsure, and 19.6% do have concerns.  

Along with skepticism, organizations face other challenges in integrating these technologies into their workload. Some question whether AI can fully understand subtle nuances in sensitive reports; others raise data privacy concerns about how information is stored and who has access. There is also a fear that AI might eventually replace human judgment and empathy, which are essential in handling workplace misconduct reports. 

Trust as the Cornerstone of AI Adoption in Reporting 

AI can increase the trust employees have in their organization’s reporting systems, but only if employees already have confidence in the idea of reporting itself. AI reinforces trust by offering faster responses, consistent processes, and additional reporting options. Without that trust foundation, new technology could risk feeling like an extra barrier rather than an enabler. 

Psychological safety, the belief that employees can speak up without fear of negative consequences, plays a central role in building trust. Employees must believe that, no matter which channel they choose, whether speaking directly to a manager or using an AI-enabled chatbot, they will be heard, taken seriously, and protected from retaliation. 

The Case IQ research study finds that 23% of employees lack confidence that their company would protect a whistleblower, with 20.9% saying they’re neutral. These percentages highlight a startling need to increase employee trust in an organization’s protection against retaliation. 

When AI Works Best: Integrating Technology with Human Oversight 

The most effective approach for implementing AI is a hybrid model, which complements instead of replacing human expertise. Where AI can handle initial intake, organization, and risk assessment, human investigators can investigate and make the final judgment calls. 

  • AI can guide employees through a structured, anonymous reporting process, ensuring all relevant details are captured.  
  • Then, a trained investigator can review the case, apply context, and determine next steps.  
  • Automated systems can flag high-risk issues, such as fraud or harassment, ensuring critical matters aren’t delayed in the reporting pipeline.  

Additionally, an AI-driven tool shouldn’t be the only channel. Employees must have the freedom to choose how they report, whether that’s in person, through a hotline, or with an AI-driven chatbot. Providing multiple avenues increases the likelihood that employees will come forward. 

Building Employee Confidence in AI Reporting Systems 

Introducing AI into a whistleblowing program is only the start; employees need to feel confident using it. That trust can come from education and transparency. 

  • Education: First, organizations should train employees on how AI tools work, including what information is collected, how it’s stored, and how privacy is protected. Demystifying the technology can reduce skepticism and help employees see it as a trustworthy option rather than a black box. 
  • Transparency: Second, leaders must consistently reinforce strong anti-retaliation policies. It’s not enough to have the policy on paper; employees need to see that violations are taken seriously and addressed promptly. This visible commitment to protection is a critical trust-builder. 

Finally, sharing success stories can make a powerful difference. Without revealing identities or confidential details, organizations can highlight cases where reports led to positive change, improved safety, or strengthened workplace culture. These examples show employees that their voices matter and that speaking up, whether through AI or traditional channels, leads to meaningful action. 

The Future of Speak-Up Culture with AI 

While AI alone cannot solve every challenge in workplace reporting, thoughtful implementation can strengthen trust, increase transparency, and encourage employees to speak up. Organizations that blend AI-enabled efficiency with human empathy will lead the way in building resilient, ethical workplace cultures. 

In the coming years, organizations that blend AI-enabled efficiency with human empathy and oversight will be better positioned to foster a true speak-up culture. Technology becomes more than a reporting tool, but a part of a trust ecosystem that empowers employees, protects whistleblowers, and strengthens ethical behaviour across the workplace.
